It is almost always best to start with the current release rather than a release with bugs already fixed. The 3.9.1 release passes its test suite under MinGW (at least for me). If you are feeling brave, you could try the 4.0.0beta4 pre-release which has a much larger test suite but also might require minor changes to the using application due to using 64-bit offers.
