You could use a combination of libtiff & Ghostscript to do this. libtiff has an utility called tiff2ps to convert a tiff to postscript format. Ghostscript has a program called ps2pdf to convert poscript files to PDF.

Ghosscript, like libtiff is public domain open source software. It is a library for mainly postscript, but also PDF developers.

I've built both libtiff & ghostscript on Win NT & had them working together. (I was converting PDF to TIFF).
