Libtiff contains the tiffcp utility which can be used for that purpose:

$ tiffcp -c g4 in.tiff out.tiff

If you want to use output formats other than TIFF you should get the
ImageMagick, GraphicsMagick or NetPBM package, they can convert between
many image file formats.
