My tiff images all are having the same properties 640 * 480, 8 bit grascale, converting them to jpg format.

Is it possible to get library for specific features like above?

Take a look at GraphicsMagick (http://www.GraphicsMagick.org/) or ImageMagick (http://www.ImageMagick.org/). These packages provide libraries which allow you to do what you describe.
