Would it be correct to say that if an image is CCITT G4 compressed and has multiple strips, then each strip is compressed individually and it is impossible to just take those compressed strips and combine them into one G4 compressed stream without uncompressing and recompressing?

Yes, that _is_ correct. The TIFF spec requires this.
