The amount of resources that Adobe might require are trivial since even a lowly secretary could accomplish this using a simple spreadsheet to keep track of assignments.

A best approach would be to lobby the IANA (https://www.iana.org/) to take over the libtiff tag registery since there are TIFF RFCs (1314, 2301, 2302, 2306, 3250, 3302) and the IANA already performs such functions for many other protocols and formats.

In order for this to work effectively, Adobe would need to assist to transfer the registry information to IANA.
