This is excellent timing since I was going to propose myself to do it. I agree with Lee that we can propose a candidate version for community testing (perhaps directly RC1 given that the changes done since last release have been modest? AFAIR)

If you would like a release candidate rather than a formal release, then this would be a good way to get some experience with the release process. I would leave this for you to do. :-)

Take care to follow the documented process closely since it is easy to make a mistake. Step #16 can be deleted since FreshMeat is dead.
