Mike,

In response to a submitted bug report, I updated a bunch of stuff to 
improve our chances of keeping the TIFFLIB_VERSION macro up to date with
new releases.

        * I have made a variety of modifications in an effort to ensure the 
	TIFFLIB_VERSION macro is automatically generated from the RELEASE-DATE
	file which seems to be updated regularly.  

	 o mkversion.c now reads RELEASE-DATE and emits TIFFLIB_VERSION in 
	   version include file. 
	 o renamed version.h to tiffvers.h because we now have to install it 
	   with the public libtiff include files.  
	 o include tiffvers.h in tiffio.h. 
	 o updated tif_version.c to use tiffvers.h.
	 o Updated Makefile.in accordingly.

This is slightly unnerving since quite a few changes were required to get
everything in order, including a new file that has to be installed as part
of RPMs, etc.  Please keep this in mind on the next release prepration, and
it is now more important to update the RELEASE-DATE file.
