To clarify, I expect to cut a release from both HEAD and branch-3-9, 
but the HEAD release would be just another beta.  It is not fair doing 
one without the other and they both include similar improvements.

I did see a couple of bug reports about warnings under Win64 and think 
they are still open.  Since I don't have it, I don't test on it.
