Using an RGB palette for this makes perfect sense in my opinion.

Also, even full CMYK data should likely compress very well with if you
combine it with say flate (aka zip) compression, seeing you use only
three colors, as Chris noted already. Just don't make your strips/tiles
too small, I guess. If it's dithered data, it may be best in this case
to *not* use prediction, possibly, though you'll have to test to make
sure.
