I get similar error messages when I try to open that particular tif in Scribus, which I have compiled against libtiff 3.7.4: /home/tobias/Pictures/pixeltest.tif: DumpModeDecode: Not enough data for scanline 0. TIFFFillStrip: /home/tobias/Pictures/pixeltest.tif: Read error on strip 15; got460800 bytes, expected 461180. TIFFFillStrip: /home/tobias/Pictures/pixeltest.tif: Read error on strip 16; got430080 bytes, expected 491900. .... > CinePaint's tiff reader is linked on my system to libtiff-3.7.4 and reads > the image to readable text form. Unfortunately the rendering on screen (in Scribus) remains incorrect as in the screenshot mentioned in the mail before. The developer of Pixel has fixed the tiff output meanwhile, so the Pixel tiff output will be more standard conformant in future.
