Onshore has been doing some reorganization of their network, and it
appears that some distruption has ensued.  

ftp.onshore.com, the primary ftp server for libtiff,  hasn't been
properly configured yet.  They have been made aware of the problem, and
are working to remedy.  In the meantime, if you need access to the
archive, HTTP downloads are still availble. 

Apologies for any inconvenience that this may have caused.
