Why? PDF is a container for images, text, fonts, page layout, and what not. 
With all this added and unused functionality, comes complexity of 
implementation at each point in the work flow including all post-processing, 
and added vulnerability as well. In my mind, it makes sense to group JPEG 
files in what is exactly and only a grouping of images, i.e. TIFF.

I will admit PDF enjoys good support from at least one big company, meaning 
that just anyone can open it in the browser, to name just one thing. But 
long-term storage is all about making sure you're not dependend on good 
support from one big company. And if, for example, you'd need to do a custom 
despeckler, or a custom page splitter that detects blank pages and splits 
the documents, or what not, would you as a developer still feel as 
comfortable with PDF as you are with TIFF? So maybe it would pay to extend 
your user's browser with a good TIFF viewer instead, and such is certainly 
available.
