Are you arguing that it is invalid in the BigTIFF spec to have a scanline size of greater than 2 GiB?
Libtiff is not the BigTIFF spec. There are aspects of libtiff 4.0.0 which are still limited to 32 bits, particularly in the codecs. It is nice to remove arbitrary limitations when it is reasonable to do so.
