Well, no, it's not a hint but a requirement. It's pretty useless to display an image upside down or flopped left to right. Yes, an argument could be made that at least you can see the image, but imagine how useful Photshop would be if it ignored the orientation tag and forced the user to manually rotate every TIFF they wanted to work with. The users would scream bloody murder, and rightfully so. Image formats like TIFF (and Targa, among others) allow different orientations and not supporting it while displaying is ignoring the spec.
