Yes, although that the situation that is fixed by the patch was very particular if I remember correctly. And I'd note that update in place of compressed TIFF is something to use with caution if you are focused in minimizing the file size, since it generally leads to images growing at each update.

Yes it has been incorporated into libtiff 4.X HEAD and will be part of the next libtiff release.
