I tried with the tool tiffcp, and just copy from one image to other new, and can't create new tiles, only if the original image have tiles, then the tool copy the tiles to the new image.

What i need is create tiles from an image, the image don't have any process is a raw image

You can probably use tiffcp tool to do that.
