I am not sure why this decision was made (I would not have made it) but TIFF files with uneven sample sizes are exceedingly rare since hardly any software is able to read such files.

It's worth remembering that this decision was originally made for libtiff more than 20 years ago when computers where much slower and memory was much harder to come by. The decision probably seemed much more reasonable in that climate.
