what's the proper way to handle an 8bpp TIFF that has photometric = PHOTOMETRIC_MINISWHITE, and a valid palette?
does the photometric setting override the palette (ignore the image palette, use an inverted grayscale palette), or the other way around?

I believe such a file would be out-of-spec, and so there isn't a well defined correct way of handling it. However, I would take the approach of ignoring the photometric interpretation and using the palette in such a case.
