Looooong ago I ported libtiff to windows (aka libtiffw) - I was just wondering if this is still being used or actively developed?

I am not familiar with a libtiffw branch or special package. However, libtiff is well supported on windows now. Perhaps you wrote the tif_win32.c io/error implementation used on win32? That is really the only custom win32 code in the standard distribution.
