What about the TIFFTAG_INKNAMES (333) and TIFFTAG_NUMBEROFINKS (334) tags?

They're a good start, and useful for colorants which have standardized names (e.g. Pantones). Beyond those you're in trouble. Even vaguely obvious memory colours like "Forest Green" are useful only in providing a linkage to details provided out-of-band.
