Is there any (proposed) standard for using JBIG compression in TIFF files?

Also, is anyone here familiar with JBIG-related patent licensing issues? I understand that several patents cover various aspects of the compression. For example, would it be legal to distribute a program which has JBIG support free of charge for noncommercial use, without paying license fees?

Apparently it's legal since there is a jbig library under the GPL: ftp://ftp.informatik.uni-erlangen.de/pub/doc/ISO/JBIG/

I assume it wouldn't be around and ImageMagic wouldn't be using it if there were legal problems.
