At the moment the code is not structured as a library, but I'd be open to refactoring it and relicensing LGPL if there was interest "out there".
As a standalone program the license is intentional. BSD is out of the question.

Bob has answered this - but if you're talking about PSD, you may find my PSB/PSD parser useful: http://www.telegraphics.com.au/svn/psdparse/trunk/
It extracts any PSD image layers to PNG files and XML.
