I don't know how you would do it without a printer driver, unless you want to parse and understand every one of the formats you want to convert.

Well, you could print to a generic intermediate format like Postscript or PDF and then convert this to TIFF using Ghostscript or ImageMagick. This at least avoids a special-purpose driver.
