Michael:

What you say is far too logical and sensible.  Every TIFF file I have ever seen
which contains a timestamp uses local time without qualification so you have to
guess at the time zone.  It is a bit of a problem because I deal with images
from two different time zones (US Eastern and Central) with time-dependent
processing.
