First, uname -a:

You need the dynamic library loader to rebuild it's cache. On a linux box you'd use the command:
ldconfig
You also need to make sure that the location of the library /usr/home/ACCT/libs/libtiff/lib is in /etc/ld.so.conf
I can't recall the FreeBSD incantation at the moment, and don't have access to a box to look. You'll need to dig for the right command name...
I'm also not sure how to do this as a non root user. Another option is to use dlopen to get to the calls you need.
