I did it as tidy as I can do ;)... and there is even a test program.

How can I checkin the source? (I did it for the latest libtiff3)

Probably the best path forward is to submit a report to the libtiff bug tracker at "http://bugzilla.remotesensing.org/buglist.cgi?product=libtiff". You should be able to attach a zip file containing your work.
