Folks, I'm a bit late on this discussion, but I have only one thought: if the one can construct the file with TileWidth/Height = 1, then we must be able to store as many tile offsets/counts as pixels in the image. If the TileOffsets/Counts will be limited by the 32-bit value then we should add special clause to the specification discussing the problems when the Strip/Tile things exceed the 64 bit.
