Note that the 4 and 8 bit restriction is only for "baseline" TIFF.  

As far as I know, there are no restrictions on BPS for non-baseline
files.  

In the discussion of the Compression tag (p.30), the TIFF 6.0 document
specifically mentions 16, 32, and 6-bit data.
