The TIFF library is at ftp://ftp.sgi.com/graphics/tiff/ . PostScript is not just a graphics format, it actually is a complete programming language. There is not a simple library for it, but the program GhostScript may do what you want, and it comes complete with source code. It's at http://www.cs.wisc.edu/~ghost/ .
