Probably so. For libtiff 'alpha' and 'beta' seem like fairly
meaningless terms. For example "3.9.0beta" is clearly better than the
formal 3.8.2 release.

This is the current set of files appearing in the top directory of
libtiff ftp sites:

pics-3.8.0.tar.gz
tiff-3.8.2.tar.gz
tiff-3.8.2.zip
tiff-3.9.0beta.tar.gz
tiff-3.9.0beta.zip
tiff-4.0.0alpha.tar.gz
tiff-4.0.0alpha.zip
tiff-4.0.0beta1.tar.gz
tiff-4.0.0beta1.zip
tiff-4.0.0beta2.tar.gz
tiff-4.0.0beta2.zip

If people really want to see libtiff 4.0.0 formally released, they
should give it a serious try and report their findings (good or bad).
This is a pretty big step since it involves API changes. Fixing
the API after formal release will be very difficult.
