It seems that you are looking for a TIFF conformance test suite rather 
than the technology demo that the current sample TIFF files represent. 
Your item #5 is clearly important, but would the result be donated 
back to libtiff, or would it become another copyrighted item on your 
web site?

I am willing to offer assistance if the result will be incorporated 
into libtiff's sample pictures archive under the current license terms 
and distributed the same way.  Development GraphicsMagick is now able 
to read and write quite a few "interesting" permutations.  This is 
something that I planned to do anyway.
