Yes, the German address seems to exist in real life (according to Google). And there are laws against domain grabbing in Germany. However, I am not a lawyer, so I don't know whether this particular case can be considered domain grabbing. If libtiff was a brand that belonged to someone it would probably help. I don't even know if German law applies given that this is about a .org domain. There is a German language newsgroup on the topic of trademarks and copyright: <news:de.soc.recht.marken+urheber>.
