It wasn't "removed", because it never existed in the first place. There has never been anything there but a placeholder.

If you read TIFF Tech Note #2, you'll understand why no one particularly wants to get involved with OJPEG:

The tech note in fact paints an overly optimistic picture, because it naively assumes that implementors would at least *try* to follow the letter of the spec. Most of the alleged type-6 files I've seen contain glaring violations, such that you have no hope of reading them other than with painstaking reverse-engineering. Moreover, code that copes with one particular vendor's form of brain damage will most likely crash and burn on the next one's. OJPEG is not a standard in any meaningful sense. Sorry to be the bearer of bad news, but that's how it is.
