Yes, if someone ran into this, we would hear about it.

But the only files I've seen where we could not read the IPTC data were more corrupt than just byte order swapping.

What I stated is the only valid way to read IPTC tags: don't byte swap, ever.

Byte swapping them is a bug, plain and simple -- and apparently only done as an artifact of the way LibTIFF was written. That needs to be fixed ASAP.
