I was vaguely aware there some significant confusion in the handling
of the tif_row.  I agree that something needs to be done to clarify the
roll of different variables, and cleanup their use in libtiff.   Your proposal
sounds reasonable, unless Andrey has a concern.

Better yet, how about we provide you with CVS access so you can
commit it yourself?
