Well, PDF is proprietary. Can you fork the spec or participate in development of the new version? In fact the definition of PDF is not the spec but Adobe implementation.
Free documentation license is defined in http://www.gnu.org/copyleft/fdl.html
It is time to create NIFF (New Image File Format), adapt the library and leave big software vendors behind.
