Is YCbCr-encoded JPEG compressed TIFF not widely supported by readers which are able to read JPEG compressed TIFF? Is the scope of available readers substantially reduced as compared with RGB-encoded JPEG?

Today I heard that libtiff's tifftopnm doesn't handle YCbCr-encoded JPEG.
