Sorry for bothering.

The Bugzilla maptools system mentioned in libtiff official page seems not work anymore.

That is unfortunate. I can at least see a bunch of open bugs there. The libtiff Bugzilla site never worked well for me.

I strongly suspect that we could enable a bug tracker at GitLab to replace the one which clearly suffers from lack of maintenance.

Is there any way to report bug now?

Libtiff members (and many capable and interested parties) should all be subscribed to this list so they will see your posting. If you are able to modify the code and fix the bug yourself, then you could submit a merge request like those at https://gitlab.com/libtiff/libtiff/merge_requests.
