Its a Separated (usually CMYK) TIFF file, it is described on p69 of 'TIFF Revision 6.0 Final - June 3, 1992'

I tried xv v3.00 and got the same problem, I don't know if later versions of xv support it.

Adobe PhotoShop can definately read it though.
