Recently, I download the 3.8.2 release version, and directly cover the older files! But some old JPEG compressed image do not decompressed correctly. Why?

I am using the libtiff 3.9.0beta package and your lizard photo looks fine to me.

Is the API changed?

Old JPEG has always been poorly supported. The 3.9.0beta includes code written by Joris for providing much better support, but unless your reader knows how to deal directly with subsampled YCbCr data (few do), it is best handled using libtiff's RGBA reader interface.
