This is excellent timing since I was going to propose myself to do it. I agree with Lee that we can propose a candidate version for community testing (perhaps directly RC1 given that the changes done since last release have been modest? AFAIR)

I've at least one pending patch in Bugzilla to apply. I've been notified of a potential issue with the deflate codec and zlib 1.2.8 on Windows, but I couldn't verify it yet. I'll perhaps have a look if there are other pending patches in Bugzilla that I might feel confident applying.

Regarding the state of libtiff CVS, I regularly synchronize the "internal" libtiff of GDAL with the head of libtiff and it works fine (only tests the library, not the utilities).

I will be willing to cut a new libtiff release if there is agreement that the code currently in libtiff CVS is suitable for release.

Libtiff CVS code works for me but perhaps there is something which absolutely should be fixed before a release.

It would be good for interested parties to verify that the code in libtiff CVS is worthy of a release. The code is worthy of a release if it is no worse than the previous release.
