Provided that I have no way to control the tiff creation, is it possible to set the left and top margins of the pdf? This is because the pdf page appears to be truncated on the left side.

I am afraid that you can't (yet). You can add this feature request to Bugzilla. But you can use Ghostscript: 'tiff2ps | ps2pdf'. tiff2ps has an option to specify the margins.
