Please tell me how I can get the Group 4 compression algorith's specification?

You can get it from <http://www.itu.int//itudoc/itu-t/rec/t/index.html>. You'll want Recommendation T.6. When I downloaded it, it cost about 20 Swiss Francs, which was about $15 US at the time (I think).
