I know this has been asked before and I promise to save any replies but I must ask again: Are there any freeware Windows 3.1 TIFF viewers? Where is there a list of TIFF viewers for various platforms?

You should take a look at PaintShop Pro. It handles at least some TIFF formats, and there is a shareware version of it.
