I've tried the following packages:

ACDSee
Windows XP Viewer
Microsoft Office Document Imaging
Corel Draw
Irfanview (crashes)
ThumbsPlus (TIFF library error: LZWDecode: Bogus encoding, loop in the code table: scanline 0, not enough data at scanline 0)
Some Competing Imaging Toolkits

Photoshop Elements 2.0 (reads the image fine)
Photoshop CS (reads the image fine)

So it seems that only Adobe products can read this image.

Unless the file is corrupt in some way that Photoshop can recover from, I don't know what could be wrong. Photoshop writes very clean TIFF images.....

And the only way I could learn more is to get the file and try to open it with a debugger running.
