....I get similar error messages when I try to open that particular tif in Scribus, which I have compiled against libtiff 3.7.4:
/home/tobias/Pictures/pixeltest.tif: DumpModeDecode: Not enough data for scanline 0.
TIFFFillStrip: /home/tobias/Pictures/pixeltest.tif: Read error on strip 15; got460800 bytes, expected 461180.
TIFFFillStrip: /home/tobias/Pictures/pixeltest.tif: Read error on strip 16; got430080 bytes, expected 491900.

Try the CVS snapshot of the libtiff. It should work fine with your image.
