You are absolutely right, it shouldn't be any ABI changes with except of several new functions (but we have a new function almost in every libtiff release!).

Has libtiff/libtiff.def been updated to export the new interfaces for Windows DLLs? Seems not...

The only update for quite some time was to add TIFFFreeDirectory.
