In addition to Ghostscript I can recommend the Xpdf package. In conjuction with NetPBM or ImageMagick you can have arbitrary compressed TIFF image.

Provided you are using Xpdf 3.0 or later - I do NOT recommend earlier versions. (also, Xpdf3 is only an RGB-based PDF 1.3 renderer, so that may also be a consideration).
