LibTiff 3.8.2 contains an OJPEG decoder that is abandoned, because, as you say, it doesn't work on some OJPEG images, gives bad quality distorted output on some others, and downright crashes on some.

The CVS version of LibTiff contains a new OJPEG decoder that does behave properly and is safe to use. If you decide to get the CVS version, note that you need to pick the stable branch, as detailed in the CVS instructions on the LibTiff homepage http://www.remotesensing.org/libtiff/.
